Under the Progressive Wage Model, basic cleaners must earn at least S$1,800 per month as of 1 January 2025, applicable through 2026. Supervisors earn a minimum of S$2,800 per month. Employers face fines up to S$5,000 per employee for non-compliance.

Foreigners require a Work Permit under the cleaning sector quota system, with monthly levies of S$450 for workers under 40 from approved source countries, S$550 for 40-50, and S$950 for over 50. Maximum employment period is 14 years for Malaysians and 11 years for others. Applications are processed within 3 working days if complete.

No formal education is required for basic cleaners, but Progressive Wage Model mandates WSQ Basic Cleaning certification within 3 months of employment. Relevant experience of 6 months can substitute for training in some cases. Workers must pass medical exam and security clearance.

Required documents include passport copy, personal particulars form, employment contract specifying S$1,800 minimum wage, medical insurance of at least S$15,000 coverage, and security bond of S$5,000. Employer submits via WP Online system. Processing fee is S$105 per permit.
