Foreign drivers need a sponsor to apply for a work permit through PAM, followed by residency visa (Article 18) from the Ministry of Interior, valid for 1-3 years. No formal education is required, but applicants must be at least 21 years old with 2 years of heavy vehicle driving experience and a valid Category 3 or equivalent international heavy vehicle license. A clean driving record and basic Arabic/English proficiency are mandatory for safety compliance. PAM verifies experience via attested documents from origin country.

Required documents include passport copy, attested driving license, 6 passport photos, medical report from approved clinic (cost KWD 25), and employment contract approved by PAM. Sponsor submits via PAM online portal with proof of job vacancy. Approval grants work permit number for visa stamping within 30 days.
